Aquacena Lopez, Sr. Vice President – Municipal Banking
Aquacena brings 20 years of public finance experience to BRV. Over her career, Ms. Lopez has assisted public agencies in issuing 162 municipal financings totaling $3.4 billion. Additionally, Ms. Lopez has assisted public agencies with their elections, facilities planning, cash management and investments. Prior to joining BRV, Ms. Lopez was founder of A. Lopez & Associates LLC, Principal of Vogel Lopez & Associates, Inc. and Vice President of KNN Public Finance. Before working in public finance, Ms. Lopez was an analyst for the Public Utilities Commission and as an internal auditor for the Hewlett-Packard Company. She received an MBA from the Haas School of Business, University of California, Berkeley, and a BA degree from San Francisco State University.
William E. Matlock, Sr. Vice President – Municipal Banking
William has over 25 years of both public and private sector investments, Treasury Management and debt management experience. At BRV, Mr. Matlock brings extensive Senior Management experience as a banker and a former issuer. Mr. Matlock has served as senior manager for more than $2.5 billion in Municipal Debt. Previously, William served as Deputy Director of Investment and Debt Management in the State of Ohio Treasury and as Senior Treasury Management and Investment Officer for The Ohio State University. He also served as Senior Trust Officer at Bank One Trust Company (Columbus) and at AmeriTrust Company (Cleveland). A graduate of Cleveland State University (BBA in Accounting and Financial Management), he is currently Chairman & President of the Ohio Municipal Advisory Council Board of Trustees, is a Member at Large of the Ohio School Board Association Audit Committee and is a past president of the Sinking Fund Commission for the City of Columbus, Ohio.
Eric L. Small, Sr. Vice President – Municipal Banking
Prior to joining the firm in 2009, Mr. Small was President and CEO of SBK Brooks, a nationally recognized regional investment banking firm specializing in municipal finance, corporate finance and securities trading. During his career in public finance, Mr. Small has served as Senior Manager on over fifty municipal transactions with principal value in excess of $2 billion.
Mr. Small is a former Senior Investment Director with the Bond Investment Department of Aetna Life & Casualty. Before joining Aetna in 1984, he was a management consultant with Arthur D. Little, Inc. in Cambridge MA for five years. Mr. Small holds a Bachelor of Science in Finance from Georgetown University and a Master of Science in Management from the Arthur D. Little School of Management.
Craig Walker, Sr. Vice President – Municipal Banking
Mr. Walker has over 20 years of both public and corporate finance experience. Since joining BRV, Craig has served as banker on over $1 billion in co-managed bond issues. Mr. Walker previously served as Managing Director for the investment banking firms Daniels and Bell, Prudential Securities, and Entertainment Finance Associates in New York and Los Angeles. He served as lead banker and structured over $3 billion in debt and equity transaction in the capital markets for his clients which have included The Portland Trailblazers, The Phoenix Suns, City of New York, State of Connecticut, City of Chicago, Cook County, County of Los Angeles, Faithful Central Bible Church, and Interepublic Group. As lead banker Mr. Walker structured the debt issuance, assisted in preparing rating agency presentations, and oversaw the placement of the debt with institutional and retail investors. In addition he frequently provided unique and /or innovative financing ideas and structures to his clients on an ongoing basis after the transactions had closed. Mr. Walker has a B.A. in Economics from the University of Illinois.
Matt Middendorf, Vice President – Sales and Trading
Mr. Middendorf is the primary liaison between Blaylock Robert Van, LLC and its institutional clients. He coordinates the firm’s trading and research effort with its clients. Mr. Middendorf graduated from Kent State University with a BBA in Finance.
